User feedback: proactive DAVE messages are too report-like, Telegram shows visible Markdown markers, large text blocks are hard to answer, and the Security Manager should be able to start a bounded web/news search for current claims.

Acceptance criteria:

  • AI/proactive Telegram replies are plain-text chat messages without visible Markdown syntax.
  • Long AI replies are split into smaller conversational Telegram messages.
  • Proactive DAVE alerts send the core assessment first, with evidence/tool traces as short follow-ups.
  • DAVE can use a read-only, bounded public web/news search tool without shell/filesystem/secret access.
  • README and agent handoff are updated.
  • Targeted tests cover Telegram conversation splitting and web_search tool behavior.
