Reorganized the action cluster into two visible rows so each fits
the available width:
- Top row (on the From line): Reply / Reply-all / Forward
- Bottom row (under it):      Summary / AI reply / More

Action cluster goes back to flex-direction:column, the row
wrappers are flex rows again (no more display:contents flatten).
