Two-step shrink behavior:
1. As the pane narrows, the action cluster (max-width:50% of meta)
wraps to a 2-row icon stack first
2. Then the recipient chip span starts overflow-scrolling, but
keeps a 60px min-width (~4 chars) so the first chars of the
sender/recipient name stay visible
