Closes #70

Adds opt-in dynamic Telegram presence without fixed daily times. DAVE evaluates at variable intervals, is nudged by material sweep changes, backs off after operator activity and quiet periods, persists timing/counters across restarts, and respects quiet hours, daily caps, and minimum gaps. Presence uses read-only agent tools only; mutating tools are rejected in the agent core. Includes tests, health status, env examples, README, and handoff.
