Closes #79

Propagates the validated onboarding profile language as a required runtime parameter through direct chat, multi-tool reasoning, final-only synthesis, dynamic presence, and proactive sweep analysis. Localizes server-generated DAVE priority, evidence, and tool labels. Includes provider, agent-finalization, and presence regression tests for German.
