Fixes the Telegram feedback from 2026-07-11: DAVE no longer sends giant report-style blocks for proactive, presence, or fallback alerts. Normal chat no longer appends tool traces; /trace remains available. Adds regression tests for short chunks and conversational tiered fallback alerts.
